Sorry. I've never used the chat, myself. So I couldn't say. If the java isn't working you may need to download a plugin or upgrade or something.

When you're logged into your account there should be a group of buttons at the top. Browse, shop, submit, chat, forum etc. Click "submit" and it will take you through the process. You'll have to select the appropriate catagories for the piece your submitting. Then you upload the image and viola, all done. ^.^
